It can be dynamically generated, assuming you know how to construct a document that can return valid XML markup.
No. The Flash Player and search engine spiders simply don't get along, for there's no way for a search engine to "see" into a SWF. With that it's better to wrap your SWF with descriptive copy that can be indexed.
