That depends on how much customization you plan on doing. If you simply want a scrolling interface where only the mouse pointer interacts with the thumbnail grid, then no. If you want to include buttons that interface with the component (for things like next thumb, previous thumb, etc) then yes. The ActionScript is however very light, and we provide plenty of documentation and downloadable examples showing how buttons are setup.
SWFs containing ThumbGrid may be published to Flash Player 9 or higher and with a language setting of "ActionScript 3.0".
